Optima Chemical fails to disclose information about material involved in fatal blast
KANAWHA COUNTY, W.Va. (WCHS/WVAH) — When first responders rushed to the Optima Chemical site in Belle on Tuesday nightafter an explosion, plant firefighters were quick to tell them they were dealing with a problem involving chlorinated dry bleach.
"Lucky thing for us last night was that the Chemours Fire Brigade knew what the product was," C.W. Sigman, Director of Kanawha County Emergency Management said.
It's a good thing the Chemours Fire Team was on the ball, because Eyewitness News has found that nowhere in the legally-mandated Tier Two Emergency and Hazardous Chemical Inventory shows Optima was processing CDB.
"We were kind of surprised," Sigman said. "We got there, had the chlorine smell, trying to figure out what it was. They did provide us with a data sheet on it but we did not have that in our Tier II HazCollect system that the state operates that we have access to. When you fill out the Tier II data you send it into the state emergency response commission, that goes onto the computer system. It was not there."
The SARA Title III Act became law in 1986. Among several other things, it requires chemical companies to report its facility's hazardous chemical inventory. In the 20-page report filed by Optima, there is no sign the chemical company was using chlorinated dry bleach in Belle.
"In a conversation they had with the (Kanawha County) commission president today and the plant folks, yesterday was the first day they had this product on that site," Sigman said.
Sigman said the investigation into the fatal accident will include why important information about Optima's hazardous chemical inventory was incomplete.
"In my education on chemical process, the most dangerous times of any chemical process is start up and shut down," Sigman said. "The takeaway for me is, the concern is, the first time they ever used a product this happened."
