New traffic patterns, closures underway at site of future Marshall cybersecurity facility

HUNTINGTON, W.Va. (WCHS) — A few traffic pattern changes are now in effect through summer 2027 near the future site of Marshall University’s Institute for Cyber Security in Huntington.
The city, university and construction crews announce six different changes to the area that will impact drives, bikers and pedestrians near the Fourth Avenue site:
- Fourth Avenue and Hal Greer Boulevard: Traffic will shift but remain open in both directions.
- 3 1/2 Alley: Closed for the duration of construction.
- Bike Lanes: Closed along Fourth Avenue between 15th and 16th Streets, and along Hal Greer Boulevard between Fourth and Third Avenues.
- Sidewalks: Closed on the sides immediately adjacent to the construction site.
- Lane Shifts: Required to accommodate heavy equipment and a crane positioned within the roadway.
- Hal Greer Boulevard: Concrete islands, curbs, and pavement markings are being temporarily removed and will be fully restored to their current configuration once construction is complete.
The Institute for Cyber Security — a $45 million investment located across Hal Greer Boulevard from Old Main — is being built by Neighborgall Construction Company, a Huntington-based firm that has worked on several major campus and community projects.
The 72,000-square-foot facility will house 13 specialized laboratories focused on cyber defense, digital forensics, industrial control systems and Internet-of-Things security. It will also anchor Marshall’s IDEA District, transforming the west gateway of campus into a center for technology, research and workforce development.
